In 36 states, the law requires approval (a Certificate of Need) for new health care facilities, to ensure that there is an unmet need in that area.

Medicaid Community-Based Services

States are now allowed to extend full Medicaid coverage to certain home based and community based services (generally covers care for mental or physical disabilities)
